Roanoke County Release Records
“Released” describes the end of one custody event. It does not always mean that a person returned to the community. A Roanoke County/Salem Jail booking can end through bond, a court order, time served, dismissal, transfer, parole, probation, death, escape, or an administrative correction. The safest statement is narrow: a named booking ended on the actual release date shown by its custodian. A transfer to Western Virginia Regional Jail, the Virginia Department of Corrections, the U.S. Marshals Service, or ICE remains custody under a new agency.
Roanoke County released inmates normally stop appearing on a current-custody list. The County inquiry is unusually helpful because leaving its In Custody box unchecked reaches current and historical bookings. Open the booking detail and look for both “In Custody: No” and an actual Release Date. A missing name alone proves little. The record may have changed, the spelling may differ, or a second booking may exist. WVRJ is different: its public JailTracker is a current-presence tool, so an old WVRJ release usually requires a call or records request.

How Roanoke County Custody Ends
The recorded event controls the next search. Bond or recognizance is a conditional court-authorized release. A sentence may end through time served or credited time. A court can also dismiss a charge or order release. Parole and probation place a person under community rules, while a full discharge ends the relevant sentence or supervision. Transfer language must be followed to the receiving agency. Charges, a bond amount, or a scheduled date may explain context, but none proves that jail staff completed the release.

Read every date label. “Scheduled Release Date” is prospective. “Release Date” records the end of that booking, but the destination still matters. The County inquiry can show multiple bookings for one person, and each episode has its own status. A released old booking does not cancel a newer active one.
Roanoke Release Record Fields
A release record is often a set of linked records rather than one certificate. The County booking episode supplies the local custody facts. The court file explains the disposition and sentence. VADOC holds state time-computation, release, and supervision records. VINE or NAAVI records a notification event, not the full official file. Match the person's identifiers, booking number, court case, and dates before combining those sources.

The public detail can also show photographs, aliases, prisoner type, classification, booking origin, bonds, and initial charge information. Use only what is needed to identify the event. The County inquiry warns that charge data reflects the initial information received by the jail. The Virginia Judiciary case systems are the better source for amendments and final disposition.
Request Roanoke County Release Records
Use the County's Request Public Records page and JustFOIA link for a missing or disputed County record. Virginia FOIA does not require a special form or even the word “FOIA.” A request can be made by mail, fax, email, phone, or in person. Writing still gives the clearest audit trail. Current law describes the requester class as Virginia citizens and qualifying Virginia media, so identical access should not be promised to every requester outside Virginia.
- Identify the person and exact booking with a full name, known alias, birth date or subject number, booking number, and approximate custody dates.
- Ask for existing booking and release entries, the actual date and time, recorded disposition or destination, release authorization, and transfer record if one exists.
- Request electronic copies, a cost estimate, and notice before costs pass a limit you choose.
- Ask the custodian to redact exempt information and release the nonexempt remainder, with a statutory citation for any withheld part.
- Compare the response with the court case and any receiving-agency record.
Roanoke County's initial response is due within five working days. The response may produce the record, explain a withholding, release redacted portions, report that the record cannot be found, or invoke an extension. An ordinary extension adds seven working days. Certain criminal-investigative-file requests can take an additional 60 working days. These are response periods, not a promise that all documents will arrive by the first deadline.
The County lists actual search and preparation costs plus copy and media charges. Black-and-white pages are listed at $0.10 one-sided and $0.20 double-sided; color pages are $0.16 and $0.32. A USB is $15 and a CD or DVD is $5. Totals of $5 or less are waived, while expected costs above $200 may require advance payment. The image below comes from the official Roanoke County request page.
The portal is a request channel, not a guarantee that every imprisonment, supervision, juvenile, investigative, sealed, or expunged field will be disclosed.
Virginia Rules for Roanoke Releases
Virginia FOIA, Code § 2.2-3700 et seq., sets the public-record framework. Section 53.1-116 requires local jailers to keep records describing each person, the cause and terms of confinement, receipt, and the earned-credit policy. Yet retention, online visibility, and disclosure are separate questions. The Library of Virginia schedule gives different periods to booking photographs, arrest logs, and property inventories. It does not prove one universal retention period for every release document or require indefinite website display.
A search result that disappears may reflect transfer, correction, sealing, expungement, or website limits. It does not erase the underlying event.
Virginia's petition-sealing law changed on July 1, 2026. Code § 19.2-392.12 covers specified offenses and has detailed exclusions, clean periods, restitution terms, record limits, and a manifest-injustice test. Expungement under § 19.2-392.2 is distinct and, on the research date, the version effective until December 1, 2026 governed. Section 2.2-3706(C) restricts public disclosure of covered sealed and expunged records. A clerk or lawyer should address eligibility in a particular case.
Roanoke County Bond Release Proof
The Roanoke County Magistrate office is located at the County/Salem Jail and is generally available around the clock. A magistrate can admit a person to bail or commit that person to jail. No authoritative fixed local bond schedule was found. The decision depends on the court process and case. More important, an order granting bond is authority for conditional release, not proof that payment, recognizance terms, a detainer check, and jail processing were completed.
Confirm bond-out through the booking detail's actual Release Date. When the time matters, use the jail docket at 540-283-3162 or request the release entry. The court case can confirm the bond order and later conditions. Neither a listed bond amount nor a court order alone shows when the person crossed the jail threshold.
Can a bond record prove community release? No. It can show authorization and terms, but the jail record must show that the booking ended and whether another custodian received the person.
WVRJ Release Volume Explained
Western Virginia Regional Jail publishes an uncommon measure of its workflow. Its FY 2024-25 Property operation processed about 3,515 intakes and 3,493 releases. Those numbers cover the regional facility's member, state-responsible, federal, and contract populations. They are not a count of unique Roanoke County residents, and they do not isolate returns to the community. A person transferred to another agency can still be part of a facility release workflow.
The count is useful for understanding how much release paperwork the facility handles. It should not be used as a trend without checking the report's definitions. A historical FY2019 report lists different figures, but the periods and measures are not automatically comparable.
Roanoke Release Property Records
WVRJ's 2025 annual report describes a concrete property-release trail. Property is inventoried and stored in an assigned tub. At release, the Property Officer changes the person out, returns the stored items, documents the return, obtains a signature, and scans the paperwork into Laserfiche. Donated clothing may be supplied when suitable release clothing is lacking.
That signed acknowledgment can corroborate an event when the main release entry is disputed. Ask for it by booking or commitment number along with the actual release date, destination, and authorization. It does not prove the person returned to the community because the person could have been transferred. The report also describes DMV Connect and requests for birth certificates and Social Security cards through reentry work. Those are local documentation paths, not promises that every released person receives each service.
Roanoke County Jail separately created a behavioral-health case manager and reentry coordinator role in 2023. Contact the jail for current program details. Do not infer participation from the existence of the role.
Courts Behind Roanoke Release Records
Roanoke County's court split can hide the final result from a one-system search. General District Court handles misdemeanors, traffic and ordinance matters, plus preliminary hearings in felony cases. Circuit Court handles felony trials and appeals de novo, among other matters. A felony can begin in General District and end with a Circuit Court disposition. Select Roanoke County, not Roanoke City, in online searches.
Compare name, case number, hearing date, charge, sentence, suspended time, probation, bond, and later orders. A dismissal, nolle prosequi, acquittal, or not-guilty result addresses the charge. A guilty result with time served can explain release authority. Suspended time is not time physically served unless revoked. A bond order permits release after conditions are met. Pair each with the jail's actual Release Date.

Online juvenile-and-domestic-relations details are unavailable, and court participation varies, so the clerk remains an important fallback.
Find Roanoke County Released Inmates
Start with the facility, not just the word “Roanoke.” Roanoke County/Salem Jail and WVRJ are separate facilities in Salem. Roanoke City is a separate locality and must not be silently substituted. Then trace the exact booking across systems.
- Search the Roanoke County Inmate Inquiry. Leave In Custody unchecked and open every matching booking.
- Confirm “In Custody: No,” the actual Release Date, and the booking number. Do not substitute Scheduled Release Date.
- Check the WVRJ current lookup route if regional placement or transfer is possible. Call WVRJ when its current-only view cannot resolve history.
- Search VADOC by DOC ID or name if a state-responsible sentence or community supervision is possible.
- Check Roanoke County court records for the disposition, sentence, bond, probation, and later orders.
- Use VINE for a local-jail event, NAAVI for VADOC notification, BOP for a federal sentence, and ICE or USMS channels only when those custodians fit.
- Request the release or transfer record from the correct custodian if public screens do not settle the event.
A released person often leaves the live roster. Roster absence is a lead, while an actual release or transfer entry is evidence.

VADOC Roanoke Release Search
The VADOC Inmate and Supervisee Locator applies when a person entered state custody, is held locally under VADOC authority, uses an institutional hospital or CCAP placement, or remains on VADOC probation or parole. It is not the right first source for a short County jail stay. A community-supervision result can be positive evidence that prison custody ended, though it does not state the local jail's release reason or minute.

Read the category, location, and exact date label on the live result. VADOC updates daily but warns that information can be inaccurate or outdated. A fully discharged person may no longer be within the locator's current custody and supervision coverage. For archival proof, request VADOC release papers or use the sentencing court. The daily-update warning is a reason to confirm a same-day event with the facility or District 15.
Roanoke County Recent Release Limits
Neither Roanoke County nor WVRJ publishes a verified dedicated 24-hour or 72-hour release feed. The County inquiry's date controls are labeled Booking From Date and Booking To Date. A one-day range finds bookings that began that day, not every booking that ended that day. The same defect remains with a three-day range. Open each result and inspect its actual Release Date instead of treating the filtered list as a complete release feed.
The County results can show a photograph, name, subject number, current-custody flag, scheduled date, multiple-booking indicator, and housing facility. Details add the actual booking and release dates plus bonds and initial charges. WVRJ's public system is current-only. Same-day confirmation therefore depends on the County detail, jail docket, a captured VINE event, WVRJ phone confirmation, or a focused release-log request.
Roanoke Post-Release Supervision
Virginia separates parole decisions from field supervision. The Virginia Parole Board decides discretionary parole for eligible cases. VADOC Community Corrections supervises probationers and parolees, and District 15 serves Roanoke County, Roanoke, Salem, and Vinton from its Salem office. A VADOC locator result showing a district office is community supervision, not confinement in that office.
Verify the person in the VADOC locator, read the location or supervision wording, and confirm the district through the live VADOC directory. The court file can show a probation term, while signed parole or release conditions govern the actual case. Virginia largely abolished discretionary parole for felony offenses committed on or after January 1, 1995, subject to exceptions, so a simple formula should never replace the statute and case record.
Roanoke Release Reentry Documents
WVRJ's 2024 annual report describes a named Re-Entry Program and resource fair. It also reports requests for birth certificates and Social Security cards, plus DMV Connect activity. These details show where document preparation can enter the regional release process. They do not establish that each Roanoke County person received a document or took part in a program.
Roanoke County Jail created a behavioral-health case manager and reentry coordinator role in 2023. The Jail Division describes the work in terms of reintegration and reducing repeat incarceration. Ask the facility about current eligibility and availability. Keep program information separate from custody verification: participation does not establish the date, reason, or destination of a release.
Roanoke Release Alerts and Transfers
Virginia Jail VINE covers local-jail custody, while NAAVI and VADOC Victim Services cover eligible post-sentence state notifications. Registration does not automatically move from the local service to the state service. VINELink can report offered events for a specific person, but it is not a durable archive or guaranteed advance warning. Preserve the event details and corroborate them with the jail or release record.
For a federal sentence, the BOP locator can show a past “Released On” date and no facility. That proves only the end of BOP custody. “Not in BOP custody” does not rule out USMS, state, local, immigration, or community supervision. ICE's Online Detainee Locator checks current detention and is not a release archive. USMS has no general public prisoner locator. Use the federal docket, holding jail, counsel, Marshals district, or a focused records request.
WVRJ Transfers Are Not Releases
Western Virginia Regional Jail opened in 2009 after severe crowding in older local facilities. It serves Roanoke, Franklin, and Montgomery Counties and the City of Salem. It can also house state-responsible, federal, and contract prisoners. That mixed population makes a roster disappearance especially weak proof that someone returned to the community.
WVRJ's public JailTracker is configured for current offenders only. Even though the software configuration includes a released-retention setting, that setting does not make old records visible. If a name disappears, call the main line at 540-378-3700 or Intake at 540-378-3770. A written request should identify Roanoke County as the committing member and ask for commitment, release, transfer, destination, and property-return records.

Where Roanoke Release Status Appears
Use the system that owned the event. County, regional, state, federal, and immigration sources answer different questions. A record can be accurate within its own boundary while leaving another custody status unresolved.

VINE covers a specific local-jail person and can report offered release or transfer events. NAAVI is the separate VADOC post-sentence notification path. BOP's locator covers federal prisoners since 1982, while ICE's locator is a current-detention tool. Roanoke County Release Systems
Seven mapped facilities or systems may hold a Roanoke County-related record. The primary County jail comes first. The remaining entries should be used only when the booking, sentence, warrant, detainer, or supervision path points there.
- Roanoke County/Salem Jail: historical County booking details can show an actual Release Date.
- Western Virginia Regional Jail: the public view is current-only, so request the release or transfer record.
- Virginia Department of Corrections institutions: statewide custody, release paperwork, and community-supervision records follow the person.
- VADOC Community Corrections District 15: confirms the local district for qualifying community supervision.
- Federal Bureau of Prisons system: federal records can retain a past Released On date.
- ICE detention system: current immigration detention must be distinguished from criminal-jail release.
- U.S. Marshals Service custody: federal pretrial custody is traced through the court, holding jail, district, or records request.
No VADOC prison was identified inside Roanoke County. A state-responsible person may be held temporarily at a local or regional jail and later moved anywhere in Virginia. Follow the person, not the county boundary.
